Constitution of ISOM

CHAPTER 1. GENERAL PROVISION

Article 1.

The Society shall be named "International Society of Oriental Medicine."

Article 2.

The headquarters of the Society shall be located in Seoul, Korea.

CHAPTER 2. OBJECTIVES

Article 3.

The objectives of the Society shall be 1) development of Traditional Medicine through international congress and interchange of knowledge and information and 2) promotion of the health and welfare of human beings in accordance with the ends and functions of WHO and other international bodies.

CHAPTER 3. MEMBERSHIP

Article 4.

Main member countries of the Society are Korea, Japan and Taiwan.

Article 5.

The qualification for membership of the Society shall be as follows:

  • 1) Qualified physician/doctor with medical professional license(including Traditional Medicine) recognized by the government of each chapter
  • 2) Experts and researchers in the field of Traditional Medicine.
Article 6.

Members of the Society shall be the subject of rights and obligations regulated on the constitution. Members shall enjoy their status when registered at the Secretariat.

Article 7.

Members shall have the rights and obligations as follows

  • 【Rights】
    • 1) to take a priority to attend the international congress or seminars held by the Society.
    • 2) to take a priority to receive periodicals or publications published by the Society
    • 3) to take a priority to be elected as officer of the Society
    • 4) to enjoy other rights or privileges as member
  • 【Obligations】
    • 1. to abide by the constitution
    • 2. to carry out resolutions or decisions by the Board of Directors meeting and duties as it deems necessary for the performance of the functions of the Society.

CHAPTER 4. FUNCTIONS

Article 8.

The Society shall function as outlined below to achieve its objectives in Chapter 2.

    • 1. Holding of international congress and seminars on Traditional Medicine
    • 2. International exchange and cooperation for research and development of Traditional Medicine
    • 3. Establishment of comprehensive information network through exchange of information on Traditional Medicine
    • 4. Medical service using Traditional Medicine
    • 5. Cooperation with international bodies such as WHO.
    • 6. Other activities necessary for the development of ISOM

CHAPTER 5. OFFICERS

Article 9.

The Society shall have such officers as listed below.

    • 1. A President
    • 2. Vice-President (1 person from each main member country)
    • 3. A Secretary General
    • 4. Vice Secretary General (1 person from each main member country)
    • 5. Directors within 5 persons for each member nation including main member countries.
Article 10.

The position shall be honorary and the term of office for each position is as follows:

    • - President : 2 years (can be re-appointed only once)
    • - Vice president, Vice Secretary General, Directors : 2 years (term of office can also be decided by each member country, open to consecutive terms)
    • - Secretary General : 3 years (can be re-appointed only once)
Article 11.

The President of the Society shall be elected by the board of directors. A member of the Society who is not director can be elected as president.

Article 12.

The President shall preside over the affairs of the Society.

Article 13.

In the absence of the President by resignation or disqualification by other causes, a successor to the President shall be elected within three months.

Article 14.

The Vice-President shall assist the president and execute the affairs of the Society in the absence of the president. The order of the Vice-President as the acting President shall be decided by the president’s appointment and if otherwise shall be decided according to seniority.

Article 15.

The Secretary General shall be appointed in the board meeting of the headquarter country.

Article 16.

The Vice Secretary-General assists the Secretary General execute the affairs of the Secretariat and overlooks the affairs of respective main member country.

Article 17.

Directors of each member country shall be appointed by the respective country.

Article 18.

The Society shall have honorary presidents and advisors recommended by the member countries. Honorary presidents and advisors do not have designated term of office and they may attend the board meeting and provide opinions (voting rights omitted).
Also, the presidents and the presidents who hosted ICOM may become the Society’s honorary president automatically.

CHAPTER 6. BODIES

Article 19.

The bodies of Society are composed of the board and the secretariat.

CHAPTER 7. BOARD OF DIRECTORS

Article 20.

The board of directors meeting shall be held 1-2 times in each year in the nation having the Secretariat or the host nation of the congress. The meeting shall be convoked by the request of the president or the majority of the directors. The President shall preside over the meeting.

Article 21.

The board of directors meeting shall be convened with a majority of the members participating. Decisions of the Board of Directors shall be made by the agreement of the majority of the members attending the meeting. In case of ties, the president shall decide the issue. The President shall preside over the meeting.

Article 22.

1. The responsibilities of the board of directors shall be as follows..

    • 1) Election of the President.
    • 2) Election of Secretary General.
    • 3) Selection of the site for the International Congress of Oriental Medicine.
    • 4) Amendment of the constitution
    • 5) Affairs regarding the membership of the Society
    • 6) Operation of ISOM fund
    • 7) Other matters pertinent to the operation of the Society and affairs that secretariat submits as agenda

2. When directors or members breach order, defamation of the dignity of the Society or failure in or violation of the constitution of the Society, the Society can take disciplinary actions by the agreement of two thirds majority of a majority present and voting. The details of the grounds and kinds of disciplinary action shall be regulated separately.

CHAPTER 8. SECRETARIAT

Article 23.

The Secretariat shall have a necessary number of staff members.

CHAPTER 9. BRANCH OFFICE

Article 24.

Each member nation shall establish a permanent branch for maintaining contact with the Secretariat.

Article 25.

The name of the branch office shall be ---Chapter of the International Society of Oriental Medicine.

CHAPTER 10. INTERNATIONAL CONGRESS OF ORIENTAL MEDICINE

Article 26.

The Congress shall be held every two years. The site for the congress shall be deliberated on and selected by the Board of Directors.

Article 27.

The host nation of the International Congress of Oriental Medicine shall set up a preparatory office and submit detailed schedules to the Secretariat 12 months prior to the congress. The host nation shall report to the Secretariat all progress made in the preparation on an on-going basis.

CHAPTER 11. FINANCE

Article 28.

The holding of the International Congress of Oriental medicine shall be financed by entry fees from member nations and appropriation for the congress such as donations from the host nation.

Article 29.

The operation of the Secretariat shall be financed by ISOM fund and other financial resources.

Article 30.

The ISOM fund shall be contributed by the main member countries(Korea, Japan, Taiwan)

Article 31.

The budget of the Society shall be formulated by the board. The board shall notify member nations of the budget six months prior to the next Congress, and collect the dues in US dollars in the year congress is held.

Article 32.

Main member countries shall be responsible for paying contributions on ISOM fund. Otherwise, the qualification of hosting the next Congress shall be divested and rights as main member country shall be deprived.

Article 33.

For the dissolution of the Society, the agenda requires the attendance of majority number of members and approval of at least 2/3 of the members present.

CHAPTER 12. Academic Committee

Article 34.

The Society may establish an academic committee to support academic research activities on Traditional Medicine.

APPENDIX (1992.11.20)

Article 1.

This constitution shall be effective upon resolution by the Board of Directors meeting of the 7th International Congress of Oriental Medicine.

APPENDIX (1995.11.11.)

Article 1.

This constitution shall be amended upon the resolution by the Board of Directors meeting of the 8th International Congress of Oriental Medicine.

APPENDIX (2003.11.8.)

Article 1.

This constitution shall be amended upon resolution by the Board of Directors meeting of the 13th International Congress of Oriental Medicine.

APPENDIX (2007.12.3.)

Article 1.

This constitution shall be amended upon resolution by the Board of Directors meeting of the 14th International Congress of Oriental Medicine.

APPENDIX (2023.9.16.)

Article 1.

This constitution shall be amended upon resolution by the Board of Directors meeting of the 39th International Congress of Oriental Medicine.
